The X-Men band together to find a mutant assassin who has made an attempt on the President's life, while the Mutant Academy is attacked by military forces.

What the critics said: Tightly scripted, solidly acted, and impressively ambitious, X2: X-Men United is bigger and better than its predecessor -- and a benchmark for comic sequels in general.

What I said: I should really like this movie more.

This is a movie you really wonder how it gets such high ratings across the board and is able to maintain its place in the rankings.   I think that is a credit to Bryan Singer direction of this film.  You are not inundated with special effects, you have a solid story line and the audience becomes invested in the characters on the screen.   It doesn't hurt that this film has a lowly $110 Million Dollar budget so the use of every dollar mattered.
